Bandipora, Jan 21, KDC: Citizens in Tehsil Ajas of north Kashmir’s Bandipora district are facing repeated delays in receiving land record documents, alleging that online applications for Extract of Girdawari are being reverted even after two weeks, despite applicants completing formalities and paying the prescribed fee online.
Residents said the Revenue Department’s online system, meant to ensure citizen-friendly delivery of services, is instead forcing applicants into a cycle of waiting and resubmitting, with no clear timeline for disposal.
A portal screenshot accessed by Kashmir Dot Com shows an application under Tehsil Ajas where the payment status is marked “Paid”, but the service request remains pending, while the system also displays an “App Submission Date / Resubmit Date” — indicating that applications are being pushed back for resubmission rather than being processed to completion.
Locals alleged that in many cases, applications remain pending for nearly two weeks and are then reverted, compelling citizens to visit the tehsil office repeatedly and restart the process.
“We are applying online and paying the fee, but after waiting for days, the application is reverted. It wastes time, money, and effort,” said an applicant, adding that people are being forced to make multiple rounds of the office.
Residents said the delay is affecting urgent requirements such as bank loans, land verification, inheritance cases, and other revenue-related work, especially for those who cannot afford repeated travel and loss of daily wages.
“Digitisation was supposed to end harassment and bring transparency, but the ground reality is different. If an application is reverted, the portal should clearly mention the reason and the official responsible,” another local said.
The citizens have demanded that the district administration and Revenue Department intervene to ensure time-bound disposal, proper accountability, and an explanation mechanism so applicants are not kept waiting for weeks only to be sent back into resubmission.
