58 non-locals issued domicile certificates on marriage grounds in Beerwah: Minister

Jammu, Mar 13 : The Jammu & Kashmir Government informed the Legislative Assembly that 58 non-locals have been issued domicile certificates in Beerwah, Budgam, on the grounds of marriage.

In a written reply to a question as per news agency—Kashmir News Observer (KNO), posed by the MLA Beerwah, Dr. Muhammad Shafi, Minister for Social Welfare Sakina Masood (Ittoo) informed the House that 58 non-locals have been granted domicile certificates in Beerwah.

When asked about the grounds for issuing these certificates, the minister stated that they have been issued on marriage grounds—(KNO)

Pakistan train siege over 21 passengers 4 soldiers killed

Karachi/Islamabad, Mar 13 : Twenty-one passengers and four paramilitary soldiers were killed by militants who seized a train in Pakistan’s Balochistan, a general said on Wednesday, declaring that the army operation was over.

Army spokesman Lt Gen Ahmad Sharif told Dunya News TV that security forces killed all 33 militants present at the scene.

Federal Minister for Information Attaullah Tarar also confirmed that the 33 terrorists who held Pakistani citizens hostage have been eliminated.

“We thank Allah that the operation in Balochistan has reached its logical conclusion,” he said.

“There were 440 passengers on board the train, and the Pakistan Army, FC (Frontier Corps), SSG (Special Service Group) and Air Force executed this operation with great skill,” he said.

Lt Gen Sharif said, “The armed forces successfully concluded the operation in the (Wednesday) evening by killing all terrorists and rescuing all passengers safely.”

He said that 21 passengers were killed by the terrorists when they attacked the train on Tuesday. He added that four paramilitary Frontier Corps soldiers were also killed in the incident.

The Jaffar Express, carrying 440 passengers in nine coaches, was going from Quetta to Peshawar when militants derailed it using explosives and hijacked it near the mountainous terrain of Gudalar and Piru Kunri in a tunnel 160 kilometres from Quetta.

The Baloch Liberation Army (BLA) claimed responsibility for the attack on Tuesday when they said they killed six soldiers.

Lt Gen Sharif said that on March 11, around 1 PM, terrorists blew up a railway track in the Bolan Pass area of Osi Pur. He described the area as difficult terrain, where the terrorists initially used hostages, including women and children, as human shields.

“The rescue operation began immediately, with participation from the Army, Air Force, Frontier Corps, and Special Services Group commandos,” he said.

During the operation, the terrorists remained in contact with their facilitators and masterminds in Afghanistan via satellite phones, he said, adding that it showed their foreign nexus.

Sharif said that forces took time to complete the operation because the terrorists were using the hostages as human shields.

By last evening, around 100 passengers had been safely rescued from the terrorists, he said, adding that a large number of hostages, including women and children, were freed on Wednesday.

“The rescue operation continued periodically, and in the final clearance operation in the evening, all remaining hostages were secured. Since the terrorists were using passengers as human shields, the operation was conducted with extreme precision and caution,” he told Dunya News.

Sharif said that first, snipers neutralised the suicide bombers, followed by a step-by-step clearance of each train compartment, eliminating all terrorists present. He said that no passengers were harmed during the clearance operation.

Sharif stated that all terrorists present at the site had been eliminated, but the area and train were still being cleared as per standard operating procedures by the bomb disposal squad.

He said that efforts were also underway to gather passengers who had fled in different directions during the operation.

The general warned that “the train attack has changed the rule of the game”, without explaining it.

He said that the terrorists and their facilitators would be hunted down wherever they were. “We cannot allow anyone to target Pakistanis on the behalf of their foreign paymasters,” he said.

Meanwhile, Information Minister Tarar accused the Indian media of engaging in “propaganda”. “Some political elements tried to exploit this tragic incident for their own political gain,” he said.

Tarar claimed that the Indian media, the BLA and the Pakistan Tehreek-e-Insaf (PTI) were speaking the same language on this incident.

The minister also informed that Prime Minister Shehbaz Sharif spoke with Balochistan Chief Minister Mir Sarfraz Bugti and he would visit the province on Thursday to outline the future course of action.

Minister of State for Interior Talal Chaudhry earlier told the Geo News that the passengers included civilians, government employees and security personnel.

Earlier in the day, officials said that some of the militants wearing vests loaded with explosives had formed groups of women and children and forced them to sit near them. Due to the presence of women and children with the suicide bombers, the operation was being conducted with utmost caution, they added.

A security source earlier said that around 30 people who sustained injuries had been sent to hospitals.

Interior Minister Mohsin Naqvi commended security forces for successfully rescuing all hostages and eliminating all 33 terrorists involved in the attack.

“This terrorist attack is a tragic and heartbreaking incident. Every citizen is deeply saddened,” he added. “Using innocent children and women as human shields is an utterly inhumane act.”

“Terrorists are a burden on this land, and with the nation’s support, the time has come to eradicate this menace once and for all,” he declared. “The facilitators of these terrorists will also be dealt with an iron hand.”

Mushtaq Muhammad, who was among the passengers rescued from the train, told the BBC Urdu service that there was a huge explosion and firing, a scene that can never be forgotten.

Ishaq Noor, who was travelling with his wife and two children, in coach number seven of the same train, said the explosion was so intense that the windows and doors of the train shook and one of my children, who was sitting near me, fell.

Seeing the firing and bullets hitting the coaches, Ishaq pulled one of his children under him while his wife pulled the other child under her so that “if a bullet hits us, the children will be saved.”

“The firing must have lasted for about fifty minutes… During this time, we were not even breathing, not knowing what would happen.”

Mushtaq said that the firing gradually stopped and the armed men entered the coaches.

“They started checking the identity cards of some people and separated some of them. Three militants were guarding the doors of our coach. They told the people that they would not say anything to civilians, women, old people and Baloch people,” he told BBC Urdu service.

Ishaq said that in the evening, the attackers told the passengers that they were releasing Baloch, women, children and elderly passengers.

This is the first time the BLA or any insurgent group in the Balochistan province have resorted to hijacking a passenger train, although since last year, they have stepped up their attacks on security forces, installations and foreigners in different parts of the province.

The US Embassy in Islamabad strongly condemned the attack on the train and the hostage-taking of passengers.

The US will remain a steadfast partner of Pakistan in its efforts to ensure the safety and security of all its citizens, it added. “We stand in solidarity with Pakistan during this difficult time.” ‎

“We strongly condemn the terrorist attack in Balochistan on 11 March. Our deepest condolences go the people of Pakistan and families of victims. As the situation is still unfolding, we express our profound concern for the hostages and call for their immediate release,” EU Ambassador to Pakistan Riina Kionka said in a post on X.

Balochistan has witnessed an uptick in terrorist attacks over the past year.

In the past, the railway tracks in this area have been attacked by Baloch militants using rockets or remote-controlled bombs, and the BLA claimed responsibility for most of the attacks.

In October last year, Pakistan Railways announced the restoration of train services between Quetta and Peshawar after a suspension of more than a month and a half. A month later, at least 26 people were killed and 62 injured after a suicide blast ripped through a Quetta Railway Station.

Balochistan, bordering Iran and Afghanistan, is home to a long-running violent insurgency. Baloch insurgent groups frequently carry out attacks targeting security personnel, government projects and the USD 60 billion China-Pakistan Economic Corridor (CPEC) projects in the oil and mineral-rich province. Intends for 9661 kanal land submitted to Revenue deptt in Jammu

Jammu, Mar 12 : Deputy Chief Minister, Surinder Choudhary, today informed the House that about 5000 kanal of land has been identified for establishment of industrial estates in different districts of Kashmir division while intends for 9661 kanal of land has been submitted to the Revenue department in Jammu division.
The Deputy Chief Minister was replying to a question raised by Rajiv Jasrotia in the Legislative Assembly.
He said that the intends of 14956.15 kanal land have been placed for establishment of Industrial estates in different districts of Jammu division while 5532.19 kanal land has been transferred during the past two years in Kashmir.

The Deputy Chief Minister said that focus sectors for Jammu and Kashmir Industrial Policy 2021-30 included Manufacturing, IT and ITeS, Agriculture and Food Processing, Healthcare and Pharmaceuticals, Infrastructure and Real Estate, Skill Development, Tourism and Hospitality, Film Tourism, Horticulture and Post-Harvest Management, Renewable Energy, Handloom and Handicrafts and Agriculture.
He said that package of incentives, including up to 100 percent subsidy components, turnover incentives, entrepreneurship and skill development fund, ease of doing business, investment promotion agency for promotion of investment and exports besides establishing industrial grievance forum are among various salient features of Jammu and Kashmir Industrial Policy 2021-30.
The Deputy Chief Minister said that several important reforms and measures are being implemented by the departments like Health & Drug Controller, Agriculture, Pollution Control Board, Public Health Engineering, Labour, Forest, Power Development Department, Fire, High Courts, Housing & Urban Development, Industries and Commerce to ensure a smoother regulatory ecosystem. These reforms are being taken up in areas like labour, property registration, single window clearance system and central inspection framework under District level BRAP.

“Various policy initiatives are being taken up by Jammu and Kashmir government to boost the industry sector and making it as investor friendly destination. These included New Central Sector Scheme, 2021, J&K Industrial Policy 2021-30, J&K Industrial Land Allotment Policy, J&K Private Industrial Estate Development Policy, Policy for Promotion of Foreign Investment in Industrial Sector in J&K 2022, J&K Single Window Rules 2021, Turnover Incentive Scheme 2021, J&K Wool Processing, Handloom and Handicraft Policy 2020, Financial Support Scheme for Cooperatives/Self Help Groups 2020, Credit Card Scheme for Artisans and Weavers, Karkhandar Scheme for Development of Craft Sector in J&K 2021, Export Subsidy Scheme 2021, Revised Education Scheme 2022 for Artisans/Weavers of Handicrafts and Handloom Department and J&K Start Up Policy 2024-27”, informed the Deputy Chief Minister.

The Deputy Minister said that the special marks have been kept in the evaluation criteria of land allotment applications, so that Women get a higher merit by virtue of their participation. He said that sanction has been accorded to establishment of an exclusive Industrial Estate for Women’ on 329 kanal land, out of 1347 kanal land at Seen, Thakran, District Udhampur under the Prime Ministers’ Employment Generation Programme (PMEGP) for setting up of new micro enterprises.

He added that any business enterprise having 51 percent stake held by women entrepreneurs shall qualify to apply for allotment in the designated industrial estate. He said that the department has also granted short term/disposal permits to various executing agencies of National Highway Authority of India, NHIDCL, IRCON, the Ring Road, PWD (R&B), PMGSY, Irrigation and Flood Control, Airport Authority of India and others engaged in developments projects of National/UT importance during the past 2 years.

He said that the department has granted 36 limestone mining leases, 24 mineral gypsum mining leases besides 202 mining leases of e-auctioned minor mineral blocks. Besides, it has reserved/granted 8 mining leases in favour of J&K Public Sector Undertakings (J&K Mineral Limited and J&K PCC limited), 6 mining leases on private land, 2 quarry licenses on private land, one cluster quarry on state land and 23 quarry licenses in favour of government projects for providing key construction material to various developmental projects across J&K.

J&K Govt Plans Expansion of Liquor Trade Amid Calls for Ban

 

Srinagar, Mar 12 : Even as political and religious groups intensify their demand for a complete ban on liquor in Jammu and Kashmir, the government has moved ahead with plans to expand the liquor trade by inviting bids for new shops across the Union Territory, including in the Kashmir Valley.

As per the recently released Excise Policy 2025-26, the government has put up over 200 new liquor vends for bidding across ten districts of Jammu and four districts of Kashmir. The policy, issued by the Finance Department under Chief Minister Omar Abdullah, will come into effect on April 1, 2025, and remain in force until March 31, 2026. According to the document, licenses for 83 new retail outlets will be granted through e-auction during the upcoming financial year.
While liquor consumption remains a contentious issue in the region, the government’s decision to set up 14 new outlets in the Valley, including at prominent tourist destinations like Gulmarg, Pahalgam, and Sonamarg, as well as in Srinagar, Baramulla, Uri, and Kupwara, has sparked fresh debate. In Srinagar alone, new liquor shops are planned across seven municipal wards labeled A to G.

The opposition People’s Democratic Party (PDP) was the first to demand a complete prohibition, with its Kupwara legislator Mir Muhammad Fayaz Mir introducing a private member’s bill seeking a ban on the sale, purchase, and consumption of alcohol. National Conference (NC) MLA Ahsan Sheikh and Independent legislator Sheikh Khursheed Ahmad have also submitted similar bills in the ongoing assembly session. Adding to the momentum, Iltija Mufti, daughter of PDP president Mehbooba Mufti, launched a signature campaign and led a protest in Srinagar last week, calling for an immediate ban on liquor.

“Liquor has no place in our spiritually rich society,” Iltija said, emphasizing that Kashmir, known as ‘Resh Wa’er’ (Land of Saints), should not be tainted by alcohol trade. Mehbooba Mufti has also reached out to the Congress, an ally of the NC, seeking support for the bill in the assembly.

The demand for prohibition has also received backing from the Bharatiya Janata Party (BJP), with leaders like former Deputy Chief Minister Nirmal Singh and the Chairperson of the J&K Waqf Board publicly supporting restrictions on liquor sales. Meanwhile, local business groups in Srinagar’s Lal Chowk put up posters urging tourists to “Say No to Alcohol,” though these were swiftly removed by the police.

Despite growing opposition, the J&K government appears committed to expanding its liquor policy, citing rising excise revenues as a key factor. According to an economic survey report tabled in the assembly, the excise department has strengthened the e-Abgari platform to track the liquor supply chain, leading to greater transparency in the auction of liquor vends. The report states that revenue collection from liquor sales has grown steadily, with a 4% increase expected in 2024-25, pushing the total excise revenue to Rs 2,000 crore.

As the debate over liquor regulation intensifies, the government’s move to expand the alcohol trade while opposition voices grow louder sets the stage for a heated political battle in the coming months. (CNS)

Army jawan injured in suspected sniper fire at LoC in Rajouri

Jammu, Mar 12 : An Army jawan sustained injuries in a suspected sniper attack along the Line of Control (LoC) in the Kalsian sector of Nowshera, Rajouri district this morning, officials said.

An official told the news agency—Kashmir News Observer (KNO) that the jawan was immediately evacuated and airlifted to Udhampur for advanced medical treatment.

He said that security forces have sounded an alert in the area, and a search operation is underway—(KNO)

Pakistan cricket in ICU because of incorrect decisions: Shahid Afridi

Karachi, Mar 12: Former captain Shahid Afridi has questioned the return of all-rounder Shadab Khan to the national T20 squad, saying Pakistan cricket is in ICU because of incorrect decisions.

Out of favour since the last T20 World Cup, Shadab was recalled and also appointed vice captain to Salman Ali Agha in Pakistan’s T20 squad for the away series against New Zealand.

“On what basis has he been recalled? What are his performances in domestic cricket or otherwise that he has been picked again?” Shahid said during a media interaction.

The flamboyant all-rounder said unless decisions are taken on merit, nothing will change in Pakistan cricket.

“All the time we talk about preparations, and when an event comes and we flop, then we talk about surgery. The fact is Pakistan cricket is in ICU because of incorrect decisions.”

He noted that whenever a new chairman takes charge, he comes and changes everything.

“There is no continuity or consistency in the Board’s decisions and policies. We keep changing captains, coaches, or some players, but in the end, what is the accountability for board officials?” the former skipper questioned.

He said it was sad to see coaches blaming players to save their jobs and the management blaming players and coaches to save their seats.”

“How can our cricket progress when there is a sword hanging constantly over the captain’s and coaches’ heads?

He also felt that while PCB Chairman Mohsin Naqvi was a positive person, the truth was he didn’t know much about cricket.

“He wants to do well for Pakistan, but in the end he depends on advice, and I told him he can’t continue doing three jobs at a time. He needs to focus on one job because being PCB Chairman is a full-time job.”

13 terrorists killed 80 passengers rescued in Pakistan train attack

Karachi, Mar 12 At least 13 terrorists were killed and 80 passengers rescued by security forces after suspected Baloch militants hijacked a train in a tunnel in Pakistan’s restive Balochistan’s province on Tuesday, security officials said.

The Jaffar Express, carrying approximately 500 passengers in nine bogies, was travelling from Quetta to Peshawar when armed men intercepted it in a tunnel near the mountainous terrain of Gudalar and Piru Kunri on Tuesday morning.

Security officials said so far they have killed 13 terrorists and rescued 80 passengers.

The rescue operation is underway, they said.

Earlier, Balochistan government spokesperson Shahid Rind said, “The security forces have managed to rescue 80 passengers — 43 men, 26 women and 11 children — from a bogie.”

However, around 400 passengers remained on the train, still trapped inside the tunnel as security forces engaged in a gun battle with the militants, he said.

Rind said rescue teams have been dispatched amid reports of “intense” firing at the Peshawar-bound passenger train.

Govt pushes asset monetization; Tattoo Ground, Pahalgam Club next in queue

Srinagar, Mar 11 : The Jammu and Kashmir Government has initiated the process for the auction of Centaur Hotel in Srinagar, with an expected annual revenue of Rs 44 crore, which is 60 percent higher than the reserve price.

According to the official documents accessed by the news agency—Kashmir News Observer (KNO) the planned auction is a part of the government’s broader strategy to monetize public assets for better efficiency, improved services, and higher revenue generation.

The documents reveal that the historic Centaur Hotel, located along the banks of Dal Lake, is among the prime properties identified for redevelopment under this initiative.

It further mentions that other key properties, including Tattoo Ground in Srinagar and Pahalgam Club, are being considered for similar monetization and redevelopment models.

“The auction comes at a time when J&K continues to face financial challenges, with the Economic Survey 2025 highlighting the region’s heavy reliance on Central Government support, which contributes 70 percent of its revenue receipts,” the document reads, as per KNO.

Meanwhile, it also states that the government is preparing for the auction of the Lithium mine block in Salal, Reasi, covering 317 hectares, which is expected to generate Rs 100 crore annually—(KNO)

MHA Declares Awami Action Committee (AAC) as ‘Unlawful Association’ Under UAPA

 

Srinagar, Mar 11: The Ministry of Home Affairs (MHA) has declared the Awami Action Committee (AAC), led by Umar Farooq, as an unlawful association under the Unlawful Activities (Prevention) Act (UAPA), 1967, for a period of five years.

As per a notification issued by the MHA, a copy of which lies with news agency JKNS, the government stated that AAC has been indulging in unlawful activities that are prejudicial to the integrity, sovereignty, and security of India. It further alleged that AAC members have supported terrorist activities, engaged in anti-India propaganda, and mobilized funds for separatist and unlawful activities in Jammu and Kashmir.

The notification cited multiple criminal cases against AAC members, including a charge sheet filed by the National Investigation Agency (NIA) in 2018 and several FIRs registered in Nowhatta, Safakadal, and Kothi Bagh police stations for speeches, stone-pelting, and other activities against the Government of India. The government maintained that AAC and its leaders have repeatedly attempted to destabilize law and order, incite violence, and advocate for the secession of Jammu and Kashmir from India.

Invoking Section 3(1) of the UAPA, the Central Government declared AAC as an unlawful association with immediate effect. The notification specifies that this decision will remain in force for five years, subject to any order under Section 4 of the UAPA.

Awami Action Committee is headed by Mirwaiz Umar Farooq, who had taken over as chairman of J&K Awami Action Committee (J&KAAC) and become the head priest of Kashmir after the assassination of his father Mirwaiz Farooq, called a meeting of religious, social and political organisations.(JKNS)

4 people killed, 8 others injured as tempo vehicle falls into gorge in Reasi

Jammu, Mar 11 : At least four people were killed and eight others injured early Tuesday when a tempo vehicle they were travelling in skidded off the road and rolled down into a deep gorge in Reasi district, officials said.

A police official told GNS that the tempo vehicle from Jammu to Bagankote fell into a very deep gorge, apparently after the driver lost control over it. Four people died on the spot and eight others were injured in the accident, the official said. The injured were immediately shifted to hospital by local volunteers, police and allied field agencies. However, the official said, that the health condition of the injured was not immediately known. (GNS)
