Illegal Mining Ravages Tral in Pulwama, Triggers Severe Environmental Crisis

0

Pulwama, Dec 30 :(CNS)Illegal mining in the historic and resource-rich Tral region of Pulwama district has assumed alarming proportions, causing widespread environmental destruction and threatening the livelihood of thousands. Spread across 102 villages, the region is witnessing a rapid drying up of natural streams, turning once-thriving water bodies into scenes of devastation.

According to local sources, several key streams—including Satoora, Rathsun, Watal Ara and Chandri Nallah—have been badly damaged due to unchecked excavation and large-scale soil extraction. Residents say rampant illegal mining has crippled the natural flow of water, leaving vast stretches dry and ecologically unstable.

Eyewitnesses allege that heavy machinery is being used round the clock inside natural watercourses, leading to massive soil erosion and irreversible damage to the fragile ecosystem. Locals warn that the altered streambeds and weakened embankments have significantly increased the risk of flash floods, posing a serious threat to nearby habitations.

The impact has been devastating for public infrastructure as well. Water supply schemes worth crores of rupees have been destroyed, while irrigation schemes—vital for the agrarian economy of the region—stand on the verge of collapse. Farmers report acute water scarcity, crop losses and a direct blow to their livelihoods, deepening economic distress in the area.

Expressing grave concern over the administration’s inaction, residents have demanded immediate intervention from the District Development Commissioner, Pulwama. They warn that failure to act promptly could turn the crisis into a humanitarian and environmental disaster with long-term consequences for future generations.

The local population has called for strict legal action against those involved in illegal mining, immediate seizure of heavy machinery, and urgent restoration of damaged water and irrigation infrastructure. The unfolding situation in Tral once again underscores the urgent need for decisive and effective measures to protect natural resources, failing which the environmental identity and historical character of the region could be permanently lost.(CNS)

Mir Arifa urges J&K Govt to absorb MBBS Doctors ,Citing WHO Norms and Doctor Shortage in J&K :

0

Srinagar: Senior political activist and former health campaigner Mir Arifa Jan has urged the Jammu and Kashmir government to immediately absorb unemployed MBBS graduates into the public health system, warning that continued delays are deepening the region’s healthcare crisis.

In a detailed representation addressed to the Lieutenant Governor, Jan highlighted that Jammu and Kashmir continues to fall short of the doctor–population ratio recommended by the World Health Organization, particularly in rural and border areas. She pointed out that despite hundreds of MBBS graduates passing out each year, many remain unemployed due to limited recruitment, forcing some to migrate outside the Union Territory.

The letter emphasizes that the region’s growing population, difficult terrain, and high disease burden require urgent strengthening of primary and secondary healthcare facilities. Jan argued that the non-absorption of trained doctors not only wastes public investment in medical education but also compromises patient care in government hospitals.

Calling for time-bound recruitment, she appealed for transparent and regular selection processes, creation of additional posts, and preferential deployment of doctors to underserved areas across Jammu and Kashmir. She further stressed that prompt action would reduce unemployment among medical graduates while significantly improving healthcare delivery.

The appeal has reignited debate on healthcare staffing and the need for policy reforms to align local health planning with international standards.

Security Forces Seize Pakistani Flag Balloons at Two North Kashmir Locations

0

Srinagar, Dec 24, KNT: Security forces have recovered balloons carrying Pakistani symbols from two separate locations in North Kashmir, close to the Line of Control, prompting heightened vigilance in the border districts of Baramulla and Kupwara.

Officials said a Pakistani flag attached to around ten balloons was sighted landing near Sarna Top in the Khadinayar area of Baramulla district. The object was noticed by a patrolling party of the Army’s 46 Rashtriya Rifles during routine area domination. The balloons and the flag were immediately seized and taken into custody for further examination.

In a second incident, a balloon bearing the inscription of Pakistan International Airlines was found atop a tree in an orchard at Naugam in Handwara area of Kupwara district, also located close to the LoC. The balloon was spotted by locals, who informed the security forces. Army personnel subsequently reached the spot and retrieved the object.

Officials said both incidents are being viewed seriously given their proximity to the LoC. Preliminary assessments suggest the balloons may have drifted across due to wind conditions, but all possibilities are being examined.

Security agencies are analysing the seized material to rule out any ulterior motive or security threat.

The recoveries come amid continued efforts by security forces to maintain strict surveillance along the border areas of North Kashmir, where such objects are occasionally reported, often causing concern among inhabitants due to past instances of cross-border attempts to create disturbance or spread propaganda.

Authorities have urged locals in border areas to remain alert and immediately report any suspicious objects to the nearest security or police unit, while cautioning against touching or approaching unidentified items. [KNT]

PIL ‘Not a Political Platform’: HC dismisses Mehbooba Mufti’s plea, Flags Bid to Project Herself as ‘Crusader of Justice’

0

A Division Bench comprising the Chief Justice Arun Palli and Justice Rajnesh Oswal held that the petition was misconceived, lacked specific facts, and appeared to be driven by political considerations rather than genuine public interest.

The petitioner had sought directions to the authorities to immediately transfer all undertrial prisoners from jails outside J&K back to prisons within the Union Territory, unless compelling reasons justified their detention outside. She had also sought the formulation of protocols to ensure regular family meetings, unrestricted lawyer-client interactions, monitoring by legal services authorities, and the constitution of an oversight committee to audit compliance.

The court noted that the petitioner had made only vague and general assertions, claiming that “many families” had approached her regarding the issue, without identifying any specific undertrial prisoner, family member, or case. The petition also failed to challenge any particular transfer order or place on record material demonstrating illegality or arbitrariness in the detention of undertrials outside J&K.

Observing that detention of undertrial prisoners outside the Union Territory is not a blanket or uniform practice, the court said such transfers are made through individual, case-specific orders issued by competent authorities depending on the facts and security considerations involved.

The Bench further noted that judicial remedies were available to any undertrial prisoner aggrieved by their transfer or place of detention, and that none of the allegedly affected persons had approached the court or availed remedies through the established legal aid framework under the Legal Services Authorities Act.

The court underlined that Public Interest Litigation is meant to protect the rights of the marginalised and vulnerable sections of society and cannot be permitted to become a tool for political gain, publicity, or partisan agendas. It observed that courts cannot be converted into platforms for electoral or political campaigns.

Taking note of the petitioner’s political position as the head of an opposition party in the Union Territory, the court said the PIL appeared to be an attempt to project herself as a crusader for a particular constituency, rather than a bona-fide effort to address a genuine public wrong.

The Bench also referred to the violent past of Jammu and Kashmir and the exceptional security circumstances prevailing in the region, noting that the petitioner herself had acknowledged the need for “unavoidable and compelling necessity” in exceptional cases, without specifying or addressing such circumstances in her petition.

The court held that a purely individual grievance relating to prison transfers cannot ordinarily form the basis of a PIL and that omnibus directions without challenging specific orders were legally unsustainable. It ruled that the petitioner lacked locus standi to espouse the cause of undertrials who had not themselves raised any grievance.

In its concluding observations, according to news agency Kashmir Dot Com (KDC), the court reiterated that preventing abuse of the PIL jurisdiction is itself a matter of significant public interest and that courts must decline interference where public interest is doubtful or compromised by extraneous considerations.

Accordingly, the court dismissed the petition as misconceived. (KDC)
