CEO Baramulla attached over social media gag order

Srinagar: The Jammu and Kashmir Government has attached the Chief Education Officer (CEO) of Baramulla on a circular warning government employees against the misuse of social media.

According to an official order, a copy of which is in possession of the KNO, the School Education Department has attached the CEO, Baramulla.

“Pending inquiry, Mr. Bashir Ahmad Shah, in-charge Chief Education Officer, Baramulla, is hereby attached to the Directorate of School Education Kashmir with immediate effect. Further, the Chief Education Officer, Bandipora, shall hold the charge of the post of Chief Education Officer, Baramulla, and Principal DIET till further orders,” reads the order issued by the Secretary, School Education Department.

Citing circular instructions issued by the government in 2023 and 2017, the CEO had directed employees of the School Education Department, Baramulla, to strictly adhere to guidelines and legal principles, and refrain from indulging in unwarranted debates, discussions, and sharing/commenting/posting inappropriate content on social media platforms to avoid unfavourable circumstances.

The attachment order has been issued under the directions of the Minister for School Education, Sakina Ittoo. (KNO)

Case against Facebook page, journalist over fake news in Budgam

Srinagar: Police have registered an FIR against an administrator of a Facebook page titled “Kashmir Speaks” for spreading false and misleading information on social media in central Kashmir’s Budgam district.

In a statement, a spokesperson said that Police Station Khansahib had registered FIR No. 165/2025 under Section 325 of the Bharatiya Nyaya Sanhita (BNS) regarding the killing of a horse Rakhai village.

“Investigation revealed that the incident had occurred due to a personal dispute between the parties involved. On 05/10/2025, it came to notice that the Facebook page had published false information alleging that the horse was killed for selling its meat in the market in Arizal, thereby creating unnecessary fear and panic among the local population,” reads the statement.

It reads that accordingly, FIR No. 187/2025 under Section 353(2) of BNS was registered at Police Station Khansahib, and investigation has been initiated.

“Budgam Police appeal to the public and social media users to refrain from sharing or spreading unverified and false information that may disturb public peace and tranquility. Strict legal action will be taken against those found involved in such activities,” it reads. (KNO)

Nomination process begins for RS elections; ECI issues 3 separate notifications

Srinagar: The nomination process for four Rajya Sabha seats from Jammu & Kashmir began on Monday with the issuance of three separate notifications by the Election Commission of India (ECI), outlining the timetable for the polls.

The notifications were issued after the President of India called upon the elected members of the Legislative Assembly of the Union Territory of Jammu & Kashmir to elect members to the Upper House of Parliament.

According to the notifications issued by the Election Commission of India, copies of which are in possession of KNO, the poll body announced that October 13, 2025, is the last date for filing nominations, while scrutiny of nominations will take place on October 14.

Candidates can withdraw their nomination forms until October 16, the poll body stated.

The ECI has fixed October 24, 2025, as the date on which polling shall take place, if necessary, with counting scheduled for the same day.

Three separate elections are being held for the four seats. While two separate elections will be conducted for the first and second seats, a combined election will be held for the remaining two seats.

As previously reported by KNO, the National Conference-Congress alliance is expected to comfortably secure three seats, while the BJP is in a strong position to win the fourth.

The BJP is in a commanding position to win the seat, given arithmetic in the House. There are seven independent members in the House who didn’t contest Assembly elections on ticket of any registered or recognised party and are not required to show their votes to polling agents.

It is worthwhile to mention that the provisions of the Tenth Schedule, including the anti-defection law, do not apply to Rajya Sabha elections. Therefore, political parties cannot issue a whip to their members for these elections. (KNO)

ECI to announce schedule for Budgam, Nagrota seats today

Srinagar: The Election Commission of India (ECI) will announce the schedule for bye-elections to the Budgam and Nagrota assembly constituencies on Monday.

As per KNO, the ECI is scheduled to hold a press conference today at 4:00 PM at Vigyan Bhawan, New Delhi, where it will unveil the election timetable for the Bihar Assembly polls as well as other by-poll seats in the Union Territory of Jammu & Kashmir.

The Nagrota assembly seat is expected to witness a direct contest between the Bharatiya Janata Party (BJP) and the National Conference-led alliance (NC).

Meanwhile, Budgam is likely to see a triangular contest involving the NC, the Peoples Democratic Party (PDP), and the Peoples Alliance for Change-a coalition comprising the Peoples Conference, Peoples Democratic Front, and Justice and Development Front (JDF). (KNO)

Man nabbed for helping Pahalgam terrorists met them 4 times, handed them phone charger

Srinagar: Mohammad Yousuf Katari, an Over Ground Worker (OGW) arrested by the Jammu and Kashmir Police, had met the terrorists involved in the April 22 Pahalgam attack four times and handed them an Android phone charger, a key evidence which ultimately led to his capture, officials here said on Sunday.

Katari, 26, was arrested in the last week of September for allegedly providing crucial logistical support to Sulieman alias Asif, Jibran, and Hamza Afghani, the three terrorists who gunned down 26 people, mostly tourists, in the resort town of Pahalgam.

Katari is alleged to have told the police during the interrogation that he had met the three on four occasions in the Zabarwan hills outside Srinagar, officials said.

His arrest came on the back of weeks of investigation.

The breakthrough came following an in-depth forensic analysis of material recovered from the site of Operation Mahadev, a counter-terror operation launched in July, which resulted in the killing of three terrorists involved in the Pahalgam massacre, in the foothills of the Zabarwan Range on the outskirts of Srinagar.

Police zeroed in on Katari after examining a partially destroyed Android mobile phone charger, one of the several items recovered during the operation.

The Srinagar police at length tracked down the original owner of the charger, who confirmed selling the phone to a dealer, a piece of information that, by and by, led police to Katari.

Officials said that Katari, who reportedly taught nomadic students in the higher reaches, had been a key resource for the terror group. His assistance is believed to have included providing the charger and guiding the attackers through the difficult terrain.

The terrorists Sulieman alias Asif (mastermind of the Pahalgam attack), Jibran (linked to the October 2024 Sonamarg Tunnel attack), and Hamza Afghani were killed on July 29 in an encounter under Operation Mahadev.

While officials declined to give further details, citing the ongoing investigation, the arrest is seen as a significant step in dismantling the terror support network functioning in the Kashmir Valley.

They indicated that the case may ultimately be transferred to the National Investigation Agency (NIA), which is already probing the larger conspiracy of the Pahalgam attack.

The NIA has so far arrested two people in connection with the April 22 terror attack for allegedly providing logistical support and shelter to the terrorists. (PTI)

J&K’s development directly linked with its youth: LG Sinha

Srinagar: Lieutenant Governor Manoj Sinha on Sunday described the human mind as the “greatest miracle of life,” emphasizing that the future of Jammu and Kashmir’s development is directly connected with the empowerment and creativity of its youth.

Addressing a gathering, the Lieutenant Governor, according to KNO said, “Jammu and Kashmir ka vikas seedha yuva shakti ke saath juda hua hai. We have to build such an environment that can turn them into innovators, problem-solvers, and leaders of tomorrow.”

Highlighting the power of the human intellect, LG Sinha said that a child who learns simple calculations like addition, subtraction, and multiplication early in life develops sharper life skills and decision-making abilities. “These basic skills help young minds to think analytically and make quick, effective decisions,” he added.

The LG went on to cite a fascinating example from the tech world, referring to Google’s initiative to count books across libraries worldwide. “Google had started counting the books in libraries and found that there are nearly 13 crore unique books in the world.

The knowledge contained in these 13 crore books can fit into the brain of a human being,” he said, underlining the limitless potential of the human mind. “If any person learns to use his mind fully, the knowledge of the entire world can go into his brain,” LG Sinha said, adding, “Harnessing this mental potential can pave the way for innovation, wisdom, and progress.”

Calling upon the youth to think beyond boundaries and use their intellect for nation-building, LG Sinha said that empowering young minds with curiosity, knowledge, and discipline would determine the Union Territory’s march toward a prosperous future. (KNO)

Expired IV fluid administered to patient at DH Pulwama, inquiry ordered

Srinagar: In a shocking instance of negligence, a young female patient at the District Hospital Pulwama was allegedly administered an expired intravenous (IV) fluid on Saturday, triggering outrage among attendants and raising serious questions over hospital safety protocols.

The videos being circulating on social media shows a 500ml Dextrose Normal Saline (DNS) bag being connected to the patient’s drip line inside a crowded ward. The footage recorded in real-time captures a healthcare worker preparing and inserting the IV line while the patient lay on a hospital bed.

The label on the fluid bag indicates a manufacturing date of June 2023 and an expiry date of May 2025. The attendants alleged that the packet appeared discoloured prompting suspicion that it was either expired or improperly stored.

The video went viral. The incident draws public criticism and concerns over the hospital’s handling of medical supplies and quality control measures.

According to KNO, Deputy Commissioner Pulwama, Dr. Basharat Qayoom, while taking serious note of the incident, has directed the Medical Superintendent (MS) of the hospital to initiate a detailed inquiry into the matter. “An immediate probe has been ordered to ascertain the facts and ensure accountability. Strict action will follow based on the findings,” he said.

The incident has sparked concern among locals and patients’ families, who have urged the authorities to strengthen monitoring mechanisms and ensure regular inspection of medical supplies.

“This should serve as a wake-up call. Patients’ lives are at stake, and such negligence cannot be tolerated,” a local social activist said

Notably using expired IV fluids can lead to serious complications, including infection, phlebitis (vein inflammation), infiltration (fluid leaking into surrounding tissue), and potentially life-threatening reactions like septic shock or severe tissue damage leading to necrosis.

Other risks involve extravasation (leaking of irritating solutions), which can cause tissue death and nerve damage, and hypersensitivity reactions to degraded components within the expired fluid. (KNO)

Western Disturbance to hit J&K tomorrow; IMD predicts rain, snow for 3-days

Srinagar: Jammu and Kashmir is bracing for a fresh spell of inclement weather as a Western Disturbance is set to impact the region from Sunday onwards, bringing widespread rain in the plains and snowfall over higher reaches.

The advisory issued by the Indian Meteorological Department, a copy of which lies with KNO, states that from October 5 to 7, J&K is likely to experience generally cloudy conditions with intermittent spells of light to moderate rain and thundershowers at most places.

“Light to moderate snowfall is expected over the higher reaches, with the possibility of heavy to very heavy rain at few places in Jammu division and moderate to heavy rain at isolated places in Kashmir division on October 6,” the advisory states, adding, “On October 8, a brief spell of light rain may occur at a few places, while October 9–14 is expected to remain generally dry across Jammu and Kashmir.”

Meanwhile, Independent weatherman Faizan Keng said that the effect of the Western Disturbance will become noticeable from Sunday evening, intensifying from Monday onwards. “Plains are likely to receive light to moderate rain, while higher reaches will witness snowfall which may lead to closure of key mountain passes including Sinthan Top, Zojila Pass, Margan Top and Sadhna Top,” Keng said.

He added that upper reaches of South Kashmir may witness 6 inches to 1.5 feet of snowfall, while North Kashmir’s upper reaches could record nearly a foot of snow.

The Meteorological Department has issued a detailed advisory for the people and has asked the farmers to suspend harvesting and other agricultural operations between October 5–7.

“There is a possibility of heavy to very heavy rainfall in parts of Jammu division and moderate to heavy rainfall in isolated areas of Kashmir division, accompanied by thunder, lightning and gusty winds. Landslides and shooting stones are likely at vulnerable stretches,” reads the advisory.

“Light to moderate snowfall is expected over the higher reaches of the Kashmir Valley, Chenab Valley and Pir Panjal range, with the possibility of moderate to heavy snow over South Kashmir and parts of Chenab Valley,” it added.

Pertinently, Chief Minister Omar Abdullah had chaired a high-level meeting yesterday at the Civil Secretariat here to review the preparedness of various departments in view of the weather advisory issued by the Meteorological Centre.

The Chief Minister had directed all concerned departments to remain in a state of full readiness to minimize possible damage to fruit crops, ensure uninterrupted supply of essential services and keep all major roads and highways functional during the weather disturbance.

Reviewing the arrangements, the Chief Minister had asked the Agriculture and Horticulture Departments to issue timely advisories to farmers and orchardists and ensure the smooth transportation of fruit to terminal markets, particularly during peak harvesting season.

He asked the Public Works Department and national highway agencies, including NHIDCL, NHAI, SAMPARK and BEACON, to keep adequate machinery on standby for snow and debris clearance at vulnerable spots to maintain uninterrupted road connectivity.

Notably, the Divisional Commissioner Kashmir Anshul Garg, also convened an urgent meeting on Thursday with officials from key departments to review preparedness and mitigation plan.

During the meeting, Divisional Commissioner instructed concerned departments to ensure immediate deployment of personnel and machinery at critical locations to facilitate swift snow clearance.

He stressed the importance of completing the tendering process for the winter snow clearance plan by October 31, and directed the deployment of trained and experienced machinery operators to avoid damage to road infrastructure. He urged use of High Molecular Weight Polyethylene plastic in snow ploughs to enhance efficiency and minimize road wear. (KNO)

13 drug inspections conducted in Anantnag; Two pharmacies suspended, Two licenses recommended for cancellation

Srinagar: Acting on the directions of the Deputy Commissioner Anantnag, the Drug Control Department today carried out extensive inspections across several areas of the district, including Ganjiwara, Harnag, Takiyabehram Shah, and Railway Road.

A joint team of Drug Control Officers conducted over 23 inspections at medical sale establishments to ensure compliance with surveillance equipment guidelines and computerized billing systems.

While most shops were found adhering to the norms, operations of two medical outlets — Al Noor Pharmacy Harnag and JB Pharmacy Harnag — were suspended on the spot for failing to maintain proper records of Schedule H1 medicines.

Additionally, the licenses of SA Pharmaceuticals and Surgicals Ganjiwara and Tabeeb IVF Center (Nanda Pharmacy) Railway Road Harnag have been recommended for cancellation for violating provisions of the Drugs and Cosmetics Act and the rules thereunder.

The Drug Control Authority reaffirmed its commitment to ensuring the safe and regulated sale of medicines in the interest of public health and safety.

JKBOSE notifies date-sheet for Class 10th, exams to commence from Nov 3, 15% relaxation in syllabus granted

Srinagar: The Jammu and Kashmir Board of School Education (JK BOSE) has notified the date-sheet for Class 10th Annual/ Regular, 2025 (Oct-Nov session), scheduling the examination from November 3 from 11 am to 2 pm.

In all, nearly 95,000 students from Kashmir Division and winter zone areas of Jammu Division including students from Ladakh UT are expected to take up the exam, which the Government has restored back to October- November session.

As per the date- sheet, the exams will commence on November 3 for Mathematics subject followed by Social Science on November 7.

The examination for Science subject has been scheduled on November 11 while English paper will be held on November 14. The Urdu/ Hindi papers have been scheduled on November 17, Computer Science on November 19 while as vocational subjects paper will be held on November 21. Subjects with smaller number of candidates like Home Science will be held on November 23, Music on November 25 and additional/ optional subjects including Kashmiri/ Dogri/ Bhoti/ Punjabi/ Arabic/ Urdu/ Hindi/ Persian/ Sanskrit on November 24.

The examination will conclude on November 27 with Painting/ Art and Drawing subject papers scheduled on that day. In consideration of the disruptions in the academic calendar caused due to heat wave, torrential rains/ cloudbursts and floods, the JK BOSE has granted concession of 15% syllabus, making attempt of 85% marks equivalent to 100%.

The J&K BOSE has urged students to prepare seriously for the examinations while renewing its commitment to conduct the exams in observance of high standards of transparency.

The BOSE has exhorted invigilatory staff to be completely professional while discharging their duties in order to safeguard the purity and integrity of exams and requested school education department to extend cordial support in smooth and fair conduct of the examination. (GNS)
