Court permission will decide Mehraj Malik’s participation in upcoming Assembly session: Speaker

Srinagar: J&K Legislative Assembly Speaker Abdul Rahim Rather on Friday said that the attendance of Aam Aadmi Party (AAP) MLA Mehraj Malik in the upcoming session of the Assembly depends on whether the court grants him permission.

Speaking to reporters, as per KNO, the Speaker said his attendance depends on whether the court will grant him permission. “It depends on whether he gets permission or not. For that, I think he would need to approach the court. If the government grants permission, he should come-it would be good,” Rather said.

Malik was detained under the Public Safety Act (PSA) last month by the J & K administration.

To a question about the show-cause notice served to PDP MLA Waheed-ur-Rehman Para, the Speaker said that his reply is currently being examined.

“He had issued a misleading statement. He(Para) has claimed that the Assembly secretariat had endorsed the PSA. We don’t have any role in approving PSA. The PSA is slapped by the district magistrate,” he said.

Para was served show cause notice by the Assembly secretariat for his social media post claiming that the Assembly secretariat had endorsed the detention of AAP MLA Mehraj Malik under the Public Safety Act (PSA).

“Shameful surrender.Assembly Secretariat endorsing PSA against an elected MLA is a direct assault on democracy. J&K CM @OmarAbdullah must act, don’t allow the institution of MLA, the last agency of the people, to be silenced. Today it’s Mehraj, tomorrow it could be you,” Para had said in a post on X, formerly twitter.

The Speaker said that they are in process of framing a provisional calendar for the upcoming session of the Assembly.

“I think it wouldn’t have more than 5-7 sittings. This is a brief session. It depends on government business. We are getting information about government business within one or two days and will issue a provisional calendar,” he said. (KNO)

Dengue cases cross 1,100 mark in J&K this year

Srinagar: Dengue cases are on the rise in Jammu and Kashmir with 1,142 infections reported so far this year, health officials confirmed on Thursday.

An official told KNO that the cases include 467 from Jammu, 95 from Samba, 338 from Kathua, 106 from Udhampur, 23 from Reasi, 43 from Rajouri, 12 from Poonch, 14 from Doda, 10 from Ramban, one from Kishtwar, 14 from Kashmir, and 19 from other states.

He said a total of 15,207 tests have been conducted this year. Of the confirmed patients, only 31 required hospitalisation, seven are still under treatment, while one J&K resident succumbed to the disease at DMC Ludhiana.

“People must adopt preemptive measures to combat this painful mosquito-borne infection in the absence of any vaccine,” the official cautioned.

Doctors said that dengue, caused by viruses transmitted by infected Aedes aegypti mosquitoes, remains a persistent health concern in the region. They said the best way to prevent dengue fever is to eliminate pockets of stagnant water that serve as mosquito breeding sites—in homes, schools, workplaces, and surrounding areas.

Mosquito repellents and full-sleeved clothing are essential protective measures, they added.

According to doctors, dengue-spreading mosquitoes are most active during the day, particularly at dusk and dawn. They advised covering as much of the body as possible, using mosquito nets if sleeping during the day, and spraying nets with repellents.

The common symptoms include fever, severe headache, eye pain (behind the eyes), muscle or joint pain, rash, nausea, and vomiting.

Doctors warned that stomach pain, persistent vomiting, bleeding from gums or nose, vomiting blood, blood in stools, extreme fatigue, or restlessness could indicate severe dengue requiring immediate medical attention.

J&K has seen fluctuating dengue patterns in recent years.

In 2024, J&K recorded approximately 7,000 dengue cases. The year 2023 saw 6,403 cases, and 2022 recorded the highest ever—8,269 cases with 18 deaths. In comparison, earlier years saw lower figures, including just two cases in 2009, zero in 2010, and gradual increases in subsequent years.

Authorities have reiterated their appeal for public cooperation in reducing mosquito breeding to curb the spread this year. (KNO)

Leh: Schools up to Class 8th to reopen tomorrow

Srinagar: The administration of Ladakh has announced the reopening of schools up to Class 8 in Leh district, effective Friday (October 3).

According to an order issued by the Office of the District Magistrate, Leh, a copy of which lies with KNO, the shops shall also reopen from tomorrow while the operational hours will be from 10:00 AM to 6:00 PM.

“Small passenger buses will also be allowed to operate within the district during these hours,” the order stated.

The reopening is subject to compliance with Section 163 of the Bharatiya Nagarik Suraksha Sanhita 2023 (BNSS 2023).

The administration has urged strict adherence to safety norms to ensure public order during the easing of restrictions. (KNO)

Ladakh administration orders probe into Leh killings

Srinagar: In a significant development, the administration of Ladakh has ordered a magisterial inquiry into the killing of four civilians in Leh on September 24 during protests demanding statehood and inclusion under the Sixth Schedule of the Constitution.

To ascertain the detailed facts and circumstances that led to the serious law and order situation, police action, and resultant fatalities, the administration has appointed an IAS officer to lead the inquiry.

Sub-Divisional Magistrate (SDM) Nubra, Mukul Beniwal, has been designated as the inquiry officer and directed to submit a comprehensive report within four weeks.

The inquiry was ordered by deputy commissioner Leh on September 26.

According to a notice issued by the inquiry officer of which KNO has obtained a copy, individuals possessing any information related to the incident are invited to record their statements between October 4 and 18 at the DC Office Conference Hall, which will serve as the inquiry venue.

“…..Any person(s) having information about the incident or willing to provide oral evidence, written statements, or material evidence (such as photographs or video recordings) may appear before the undersigned and submit their statements/evidence…..,” the notice reads. (KNO)

Mahatma Gandhi saw ray of hope in J&K during difficult times: LG Sinha

Srinagar: Asserting that Mahatma Gandhi saw ray of hope in J&K during difficult times, Lieutenant Governor Manoj Sinha on Thursday said that Bapu’s vision of peace and prosperity should serve as a guiding light for the youth and the people of the Union Territory.

Speaking at the UT-level function here organized by the Department of School Education and Department of Culture, the Lt Governor, according to KNO said, “Gandhi Ji’s principles remain a source of inspiration for humanity and must be inculcated in the younger generation.”

Paying rich tributes to Mahatma Gandhi on his 156th birth anniversary he called on people to embrace the timeless ideals of truth, non-violence, tolerance, and compassion to address contemporary global challenges.

“Gandhiji wanted to see peace and prosperity in J&K,” LG said, adding, “He (Gandhiji) had said that he sees a ray of hope in this land. I pray that J&K emerges as a shining star to show the light to the entire country in these difficult times (1947 partition era).”

He urged the youth of J&K to make Gandhian ideals the basis of their lives and contribute actively to the welfare of society. “Our young generation must realize that Bapu’s J&K is one of peace and prosperity, and they have a responsibility to shape it with their energy and dedication,” he said.

Highlighting the government’s commitment to Gandhiji’s philosophy, LG Sinha said that under the leadership of Prime Minister Narendra Modi, the regime is working tirelessly to fulfill the Mahatma’s dream of a “Viksit Bharat.”

He stressed the importance of embracing the concept of swadeshi to promote self-reliance and economic growth in the Union Territory. “The J&K government has been promoting Bapu’s vision of swadeshi by setting up domestic industries. On this occasion of Gandhi Jayanti, I appeal to everyone—let us adopt swadeshi in our lives,” the Lieutenant Governor added.

He urged people to promote and purchase products made by Self Help Groups and Micro, Small and Medium Enterprises (MSMEs). “Remember your roots and the ageless spirit of India as you chart the future course. Society and nature must exist in harmony. We must focus on Research & Development while ensuring that agriculture, industry, and service sectors work in unison for a prosperous economy,” he said.

LG Sinha said, “We live in a time when global challenges threaten to undermine peace and stability. We must follow the ideals of Bapu to address contemporary challenges.”

Highlighting Gandhiji’s vision of Sewa (selfless service) and Kartavya (duties), the Lt Governor said these values will continue to guide India’s journey towards becoming a Viksit Bharat. “With economic prosperity, we are determined to build a society powered by moral force and based on equity and justice,” he added.

LG Sinha also paid homage to former Prime Minister Lal Bahadur Shastri on his birth anniversary, recalling his simplicity and dedication to the nation.

The occasion also marked the closing ceremony of Sewa Parv. The Lt Governor congratulated districts and schools for their outstanding performance during the fortnight-long celebrations. He felicitated members of the Gandhi Global Family, Sant Nirankari Mission, and Har Ghar Tiranga Campaign volunteers for their contribution.

‘Operation Sindoor’ victory against Ravana of terrorism: President Murmu

SrinagarTerming ‘Operation Sindoor’ as a victory against the Ravana of terrorism, President Droupadi Murmu on Thursday praised the Indian armed forces for giving a befitting reply to terrorists and their sponsors sitting across the border.

Addressing the Dussehra celebrations at the Red Fort here, President Murmu, according to KNO said, “The Operation Sindoor carried out by our armed forces’ represents a decisive victory over the Ravana of terrorism.”

She said, “When terrorism strikes against humanity, it becomes necessary to counter it. Operation Sindoor is a mark of victory against the Ravana of terrorism, and we salute our soldiers for this.”

Pertinently, the ‘Operation Sindoor’ was launched against terrorist infrastructure in Pakistan on May 7 this year. It was a response to the April 22 Pahalgam terror attack, which left 26 civilians, mostly tourists, dead. The Indian armed forces destroyed nine terror headquarters deep inside Pakistan and PoK which led to the clashes between the two countries.

The skirmishes continued for 4-days and the hostilities ended after the Pakistan Director General of Military Operations (DGMO) reached out to his Indian counterpart and requested for a ceasefire.

The President said the Dusheera festival has always symbolised the triumph of good over evil, humility over arrogance and love over hatred. (KNO)

Western disturbance to bring Heavy rain & snow in J&K; MET issues advisory

Srinagar: The Indian Metereological Department Srinagar office has has issued a weather advisory, warning of a significant Western Disturbance expected to affect Jammu & Kashmir and adjoining areas from October 4, 2025.

According to the advisory issued by MET office Srinagar, communicated to Divisional Commissioner Kashmir, Jammu, as per KNC, widespread light to moderate rain and snowfall over higher reaches is likely from October 5 to 7, with peak activity between the night of October 5 and the morning of October 7.

The system may bring moderate to heavy snowfall in higher-altitude regions including Anantnag–Pahalgam, Kulgam, Sinthan Pass, Shopian, Pir Ki Gali, Sonamarg–Zojila, Bandipora–Razdan Pass, Gulmarg, and Kupwara–Sadhna Pass, while light snow is expected in middle reaches.

The plains of Kashmir division are likely to receive moderate to heavy rain, whereas isolated areas in Jammu division could witness heavy to very heavy downpours, accompanied by thunderstorms, lightning, hailstorms, and strong winds reaching 40–50 km/h, gusting up to 60–70 km/h.

Authorities have warned of possible disruption in surface transport, including movement along the Jammu–Srinagar and Srinagar–Leh National Highways, as well as other key routes in hilly and mountainous regions.

The advisory also cautions about the risk of landslides, mudslides, and shooting stones in vulnerable stretches, especially in slope-prone areas.

Farmers have been advised to halt agricultural operations between October 5 and 7, to prevent crop damage and ensure safety.

With the likelihood of rising water levels in rivers, local streams, and possible waterlogging in low-lying areas, residents and travelers have been urged to exercise caution.

The advisory has been issued for public awareness and necessary precautionary measures, officials said. (KNC)

Congress eyes Rajya Sabha seat in J&K; Digvijay Singh to talk with NC

Srinagar: The Congress party is expected to stake its claim for one of the four Rajya Sabha seats scheduled for election on October 24, with senior leader Digvijay Singh set to initiate discussions with alliance partner, National Conference (NC), over the matter.

Top Congress leaders from New Delhi told KNO that Digvijay Singh, former Chief Minister of Madhya Pradesh, is likely to seek one seat for the party in the Rajya Sabha elections. “He will formally take up the matter with the National Conference,” they said, adding that Singh is expected to speak with NC president Dr. Farooq Abdullah or Chief Minister Omar Abdullah regarding the issue.

Singh was entrusted by the Congress high command in April this year to oversee the functioning and engage in discussions regarding the INC-NC coalition partnership in J&K.

He was also directed to coordinate closely with the Jammu & Kashmir in-charge and Pradesh Congress Committee (PCC) President Tariq Hamid Karra on these matters.

In the upcoming Rajya Sabha polls, the NC-Congress alliance is poised to comfortably secure three of the four seats, while the Bharatiya Janata Party (BJP) is in a strong position to win the remaining seat.

In the current House composition, the ruling alliance holds 53 members, while the BJP has 28.

The non-BJP opposition bloc comprises seven legislators- three from PDP, one each from PC and AAP and two independents. (KNO)

Police seal head office of banned outfit Hurriyat in Budgam

Srinagar: Jammu and Kashmir Police on Wednesday attached the head office of the banned organisation Tehreek-e-Hurriyat in Rehmatabad area of Hyderpora under Unlawful Activities (Prevention) Act (UAPA).

According to a statement, the attached property comprises a three-storey building on one kanal and one marla of land, which was being used as the office of the banned outfit.

The statement reads that the action is linked to FIR No. 08/2024 registered at Police Station Budgam under UAPA.

“The property was attached out on the basis of collected evidence and with due approval from the competent authority. This action marks a significant step in the ongoing investigation against unlawful and subversive activities and reflects the resolve of Police to neutralise threats to national security and maintain peace in the region,” it reads.

It reads that in coordination with other agencies, police will continue to take strict measures against individuals and organisations engaged in activities detrimental to the sovereignty and integrity of the nation. (KNO)

Union Cabinet hikes DA/DR by 3% for employees, pensioners; sanctions 57 new Kendriya Vidyalayas

New Delhi: The Union Cabinet on Wednesday increased Dearness Allowance (DA) and Dearness Relief (DR) by 3 per cent for about 49.19 lakh central government employees and 68.72 lakh pensioners and also approved opening of 57 new Kendriya Vidyalayas across the country.

According to the details available with KNO the DA/DR increase of 3 per cent over the existing rate of 55 per cent of the basic pay/pension to compensate against the price rise will be effective retrospectively from July 1, 2025.

Union Information and Broadcasting Minister Ashwini Vaishnaw while briefing on decisions taken in the Cabinet meeting told reporters here that the combined impact on the exchequer on account of an increase in DA and DR will be Rs 10,083.96 crore per annum.

“The increase is in accordance with the accepted formula based on the recommendations of the 7th Central Pay Commission,” he added.

CABINET APPROVES OPENING OF 57 NEW KENDRIYA VIDYALAYAS

The Minister said the Union Cabinet also approved the opening of 57 new Kendriya Vidyalayas (KVs) which would benefit over 86,000 students.

Out of the 57 new KVs, seven will be sponsored by the Union Home Ministry, and the rest by state governments. Twenty of the newly approved KVs are proposed to be opened in districts where no KV presently exists despite a significant number of Central Government employees.

“The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, has approved the opening of 57 new Kendriya Vidyalayas under the Civil sector across the country to facilitate the educational needs of the wards of the increased number of central government employees,” Vaishnaw said.

The total estimated requirement of funds for establishment of the 57 new KVs is Rs 5862.55 crore spread over a period of nine years from 2026-27. This includes a capital expenditure component of Rs 2585.52 crore and operational expenditure of Rs 3277.03 crore. (KNO)
