NC-led alliance set to secure 3 Rajya Sabha seats; BJP likely to clinch one

Srinagar: With the Rajya Sabha elections announced by the Election Commission of India (ECI) on Wednesday, the political arithmetic in the newly constituted Jammu & Kashmir Legislative Assembly indicates a clear advantage for the National Conference-Congress alliance, which is expected to secure three of the four available seats. The Bharatiya Janata Party (BJP), meanwhile, is comfortably positioned to claim one seat.

According to a notification issued by the poll body on Wednesday, as per KNO, three separate elections will be held to fill the four vacant seats-one election each for the first two seats, and a combined election for the remaining two.

The Jammu & Kashmir Assembly comprises 90 seats, of which two-Budgam and Nagrota-are currently vacant. This brings the effective strength of the House to 88, including the seat held by Aam Aadmi Party (AAP) MLA Mehraj Malik, who is currently under detention under the Public Safety Act (PSA).

The combined strength of the NC, Congress, CPI(M), and independent MLAs supporting the alliance stands at 53-down from 54 following Mehraj Malik’s withdrawal of support to the Omar Abdullah-led government. The alliance includes 41 MLAs from NC, six from Congress, five independents, and one from CPI (M).

The BJP holds 28 seats. In addition, six MLAs from smaller Kashmir-based parties and independents form a non-BJP opposition bloc in the House. These members maintain a neutral stance, distancing themselves from both the treasury benches and the BJP. This group includes three MLAs from the PDP, one from the PC, and two independents-Shabir Kullay (MLA Shopian) and Sheikh Khursheed, who is considered independent as his party is not registered with the Election Commission of India. With Mehraj Malik added to this bloc, the total rises to seven.

Based on current numbers, the NC-led alliance is expected to win the first two seats-each to be decided through separate elections-given its 53-member strength compared to BJP’s 28. These two seats could go uncontested if the BJP decides not to field candidates.

For the third and fourth seats, which will be decided through a combined election, voting will take place only if the NC-led alliance chooses to contest the fourth seat.

The NC-led alliance is projected to secure 29 first-preference votes for the third seat, leaving it with 24 second-preference votes for the fourth seat. The BJP, with 28 votes, is favored to win the fourth seat.

The six MLAs from PDP, PC, and independents are expected to play a minimal role in the elections. They have been vocal critics of both NC and BJP.

There are also chances of cross-voting, considering that seven independent MLAs-five from the ruling alliance and two from the opposition-are not required to show their marked ballot papers to any authorized agent.

Mehraj Malik, who is in detention under the Public Safety Act (PSA), is eligible to vote in the Rajya Sabha elections. Section 62(5) of the Representation of the People Act, 1951, does not bar a person from voting if they are under preventive detention. It only prohibits voting by individuals confined in prison or in lawful police custody-whether serving a sentence or otherwise.

Who are frontrunners for party tickets?

Sources in National Conference disclosed that Dr. Farooq Abdullah and Sajad Kichloo are the frontrunners for the party ticket.

The Congress is also likely to seek one seat out of the three that the alliance is poised to win. The grand old party could field a candidate from mainland Jammu or a sitting MLA from South Kashmir, if the NC concedes a seat to it.

If the NC decides to contest the fourth seat, it may field a young face from South Kashmir to maintain its grip in the region, where it won 10 out of 16 seats in the last election.

The BJP is expected to keep its cards close to its chest until the last moment. It could field either a former MLA or a new face, given its reputation for springing surprises. Sunil Kumar Sharma, the BJP’s tactician who played a crucial role in the party’s victories during the last Assembly elections across the entire Chenab Valley, is expected to play a key role in finalizing the party’s strategy for the polls. Police issue advisory over use of firecrackers in Srinagar

Srinagar: Srinagar police on Wednesday issued advisory to the public over the use of firecrackers containing harmful chemicals, stating that they are banned and any violation will attract legal action.

According to the advisory, a copy which lies with KNO, police said that On September 21, a suspicious object was found outside the Passport Office, Srinagar. “The Police team promptly cordoned off the area and called in the Bomb Disposal Squad (BDS). After thorough examination, the object was safely defused,” reads the advisory.

It reads that subsequent investigation revealed that the object was firecrackers reportedly used during a nearby marriage function. “The Public is reminded that as per Supreme Court and National Green Tribunal (NGT) directions, firecrackers containing harmful chemicals are strictly banned. Any violation will attract legal action under relevant provisions of law,” it reads.

Police also cautioned citizens not to spread rumours or misinformation regarding such incidents. “Any such attempt will invite strict legal consequences. Srinagar Police reiterates its commitment to public safety, peace, and order,” it added. (KNO)

Four killed, Over 70 injured as Ladakh Statehood protests turn violent in Leh, BJP office set ablaze

Srinagar: At least four people were killed and more than 70 others injured on Wednesday as protests demanding statehood for Ladakh and its inclusion under the Sixth Schedule of the Constitution turned violent in Leh.

Confirming the deaths of 4 civilians, Chering Dorjey, the Chairman Leh Apex Body told KNT that there was intense firing in the town in which scores sustained injuries and four persons have died so for.

The agitation, called by the youth wing of the Leh Apex Body (LAB), escalated sharply after two hunger strike participants were shifted to hospital due to deteriorating health. Climate activist Sonam Wangchuk, who had been on a 15-day fast since September 10, ended his hunger strike on Tuesday, but tension mounted as a group of youngsters pelted stones, prompting police action.

Authorities said protesters later resorted to arson, setting ablaze the local Bharatiya Janata Party (BJP) office and torching a security vehicle parked outside. Police used teargas shells and baton charges to disperse the mobs. The Union Territory administration responded by imposing an immediate ban on protests and gatherings in Leh, with Section 163 of the Bharatiya Nagarik Suraksha Sanhita enforced to maintain law and order.

Officials confirmed that additional security forces have been deployed in sensitive areas to prevent further unrest. Hospitals in Leh reported receiving dozens of injured people throughout the day, with some cases requiring intensive care.

The violence overshadowed the conclusion of the two-day annual Ladakh Festival, which was called off midway. The administration expressed regret, citing “unavoidable circumstances,” and apologised to local artists, cultural troupes, and tourists who had gathered for the event.

Addressing his supporters, Sonam Wangchuk urged for calm and restraint. “I request the youth to stop arson and clashes. We are ending our fast, and I urge the administration to stop using tear gas. No hunger strike succeeds if lives are lost in violence,” he said.

The demands for statehood and constitutional safeguards have been a long-standing issue in Ladakh since the abrogation of Article 370 on August 5, 2019. While Ladakh was carved out as a separate Union Territory directly under New Delhi’s control, locals have repeatedly argued that the region needs special protections to safeguard its fragile ecology, unique cultural identity, and tribal population.

The Leh Apex Body and the Kargil Democratic Alliance (KDA), representing political, religious, and social groups, have stood united on these demands. Both organisations are scheduled to meet the central government in New Delhi on October 6 for a fresh round of talks. Protesters, however, are pressing for the date to be advanced, pointing to the prolonged hunger strikes and rising public anger.

“For years, the people of Ladakh have raised these demands peacefully. The recent unrest reflects frustration at the lack of progress,” a political commentator in Leh observed.

The deaths and large number of injuries have deepened concerns over the fragile law-and-order situation in the Union Territory. Local voices have called on both the administration and the protesting groups to ensure that future demonstrations remain peaceful.

The day’s violence has not only left a scar on Leh but also added urgency to the upcoming talks with the Centre. With both the LAB and KDA firm on their stand, the October 6 meeting is expected to be a critical test of New Delhi’s willingness to engage meaningfully with Ladakh’s demands. (KNT)

Despite daily raids, drug threat persists, efforts on to break supply chain: SSP Sopore

Srinagar: Senior Superintendent of Police (SSP), Sopore, Iftkhar Talib on Wednesday said the police are making sustained efforts to break the drug supply chain with no loopholes left for traffickers, even as the fight against narcotics remains a pressing challenge despite daily raids and multiple arrests in the region.

Speaking to reporters, SSP Talib, as per KNO, said police is working on a dual strategy of enforcement and rehabilitation to tackle the crisis. “We are taking action against drug peddling every day. We have registered multiple cases and in recent weeks, seven to eight peddlers have been arrested. Yet, it would not be correct to say that the issue of drugs in Sopore has reduced or improved”, he said.

The SSP stated that the narcotics remains the toughest challenge and they are trying to cut the supply chain and control it as soon as possible. “Police is acting on specific intelligence inputs to track down networks involved in drug trafficking. Our focus is on choking the sources and recent arrests are part of that sustained effort”, he said.

Acknowledging that enforcement alone cannot address the problem, Talib announced that soon a fully functional drug de-addiction and rehabilitation centre will be established in Bomai area of Sopore. (KNO)

Rajya Sabha elections announced for Jammu & Kashmir after long hiatus

Srinagar: The Election Commission of India (ECI) on Tuesday announced the schedule for biennial elections to the Council of States (Rajya Sabha) from the Union Territory of Jammu & Kashmir.

According to a notification issued by the poll body, a copy of which is in possession of KNO, the Commission will issue the notification for these seats on October 6.

It further states that the last date for filing nominations is October 13, while scrutiny of nominations will take place on October 14.

Voting will be held on October 24 between 9:00 AM and 4:00 PM, the notification states. The counting of votes will take place on the same day at 5:00 PM.

The four Rajya Sabha seats—previously held by Mir Mohammad Fayaz, Shamsher Singh, Ghulam Nabi Azad, and Nazir Ahmed Laway—have remained vacant since their retirement in February 2021.

The delay in holding elections was attributed to the absence of a valid electorate following the bifurcation of the erstwhile state into two Union Territories: Jammu & Kashmir (with legislature) and Ladakh (without legislature), under the Jammu and Kashmir Reorganisation Act, 2019.

With the recent constitution of the Legislative Assembly in Jammu & Kashmir, the required electoral body is now in place, paving the way for elections to fill the long-pending vacancies.

The Commission clarified that the four seats will be filled through three separate elections—one each for the members who retired on February 10, 2021, and a combined election for the two who retired on February 15, 2021.

The ECI’s decision aligns with a 1994 Delhi High Court ruling, which upheld the practice of holding separate elections for seats categorized distinctly from inception.

The tenure of the newly elected members will be subject to the outcome of a pending Supreme Court case—SLP(C) No. 17123/2015 (Election Commission of India vs. Devesh Chandra Thakur & Others). (KNO)

Friendship Turns Fatal: Youth strangled, Thrown into canal in Ganderbal

Srinagar: What was first believed to be a tragic accident in central Kashmir’s Kangan area of Ganderbal has now been confirmed as a premeditated murder, with police revealing that 22-year-old Ajaz Ahmed Rather was strangled to death by his own friends before being thrown into a power canal.

Senior Superintendent of Police (SSP) Ganderbal, Muhammad Khalil Poswal, told reporters on Wednesday that the investigation uncovered a chilling sequence of events.

SSP Poswal, as per KNC, said Ajaz a resident of Sultan Colony Kangan, had gone out to play cricket with two acquaintances, identified as Niyazul Haq and Moieen, when a heated argument broke out between them.

According to police, the two later bought a wire, an act captured on CCTV, and used it to strangle Ajaz. After ensuring he was dead, they dumped his body into the canal to make it appear as if he had drowned.

“The wire used in the crime has been recovered and clear strangulation marks were found on the victim’s neck,” SSP Poswal said, adding that forensic and scientific evidence will play a crucial role in strengthening the prosecution’s case.

Meanwhile, both accused have been arrested and a murder case has been registered. SSP Poswal also urged parents and the community to keep a closer watch on the behaviour and company of young people to prevent such tragedies. “The police are committed to ensuring justice for the victim and his family,” he added. People of J&K can’t be punished for BJP’s defeat: CM Omar on statehood

Srinagar: Chief Minister Omar Abdullah on Wednesday said that the people of Jammu and Kashmir cannot be punished for the defeat of Bhartiya Janata Party in the region.

Speaking with reporters, CM Omar as per KNO, said that people of Jammu and Kashmir were promised a three-way process including delimitation, election and statehood.

He said that statehood has not been restored, indicating it cannot be restored due to the BJP’s defeat in the assembly elections last year. “The people of J&K cannot be punished for the BJP’s defeat,” he added.

He said that the biggest challenge at present is that J&K is not a state. “We hoped that statehood would be restored given the promises done with the people and even the Supreme Court was told about its restoration after the three-way process,” he said.

CM Omar further said that the tourist footfall has not increased the way they expected after recent pilgrimages. “Every sector has been facing losses in the absence of the expected tourist footfall. However, our efforts are still on to attract tourists to Jammu and Kashmir,” he added. (KNO)

2 injured after ceiling collapses in south Kashmir’s Kulgam

Srinagar: Two government employees were injured on Wednesday after a portion of ceiling collapsed in the Zonal Education Office, Devsar in south Kashmir’s Kulgam district, officials said.

An official told KNO that as the ceiling collapsed, water tank placed over it fell on the two employees present there.

They have been identified as Sartaj Hussain Shah and Shabir Ahmad Mir–both residents of Devsar. “They were immediately shifted to hospital for treatment. Their condition is said to be stable,” he said. (KNO)

Elderly man Mauled to Death in Bear attack at Sopore forest

Srinagar: An 85-year-old man was killed after being attacked by a wild bear in the Latishat Tujar area of north Kashmir’s Sopore on Wednesday morning.

An official told JKNS that the victim, identified as Mohd Rustum Lone, son of Ab Khaliq Lone, was in his orchard around 8 to 9 am when the incident occurred.

The sudden attack left the elderly man critically injured, and he later succumbed to his injuries.

The incident has caused panic in the area, while the wildlife team has been deputed to the area while the concerned police team has also reached the spot, official said.

Cognizance of the incident has been taken and further investigation initiated (JKNS)

CBK busts multi-crore land compensation scam

Srinagar: The Economic Offences Wing of Crime Branch Kashmir Wednesday said to have busted a multi-crore land compensation scam and conducted raids in Bandipora & Budgam districts.

As per a statement issued to KNO, the spokesman said, the Economic Offences Wing (Crime Branch Kashmir) carried out multiple searches in districts Bandipora and Budgam in connection with a case of fraudulent land compensation claims related to the 400 KV DC Samba-Amargrah Transmission Line.

“The case was registered following a complaint alleging that compensation for land falling under the transmission line in Villages Watrad, Dalabal, Kachwari Tehsil Khansahib, Budgam, had been fraudulently released in favour of non-existent persons, while genuine landowners were deprived,” the statement reads.

It added that the investigation has revealed that compensation running into crores of rupees was fraudulently withdrawn in the names of bogus persons through fake bank accounts by employees of M/s Unitac Power Transmission Limited, in connivance with land brokers and certain bank officials.

“The involvement of Mushtaq Ahmad Lone S/o Mohammad Akbar Lone R/o Watrad Dalabal Tehsil Khanshab, Budgam; Bilal Ahmad Mir S/o Gh. Ahmad Mir R/o Patushai Watpora, Bandipora; Ranjit Singh and Samaliya Kumar (employees of M/s Unitac Power Transmission Limited); along with others has surfaced, disclosing offences punishable under Sections 409, 419, 420, 467, 468, 471, and 120-B RPC,” the statement said, adding that further house searches at multiple locations are underway.
